GPCA Governance: Failure to maintain and operate GPCA Inform List


Section 1: Failure to maintain and operate GPCA Inform List

The GPCA's IT Protocol provides for a specfic process to ensure that Greens holding county and state party leadership positions receive key informaton about internal GPCA business, through the distribution of information via the GPCA Inform List. Specifically

     "The GPCA Inform List a one-way list is for the state party to communicate official party business to individuals in state party leadership positions and to members of Green Party County Councils."

The Inform List was established by the Coordinating Committee on November 11, 2012 (http://www.cagreens.org/committees/coordinating/minutes/2012-11-12) , upon adoption of the GPCA of a Nationbuilder Green voter registration data base, in order to take advantage of Nationbuilder's data management and email blast capabilities. The Inform List took the place of the old GPCA County Contacts list, which was in place before the advent of Nationbuilder, and served a simliar purpose.

The GPCA Coordinating Committee has not maintained the Inform List since the second half of 2016. Within the Coordinating Committee , it is responsibility of the CC Co-coordinators to carry out the administrative work of the CC, or designate others to do so under their direction (http://www.cagreens.org/committees/coordinating/procedures#Article_I:_Co...).

To maintain the Inform List, all that is necessary is access to Nationbuilder in order to tag individuals, and then create lists or filters based upon that tagging -- very simple tasks within Nationbuilder. There are already multiple examples of previous Inform Lists tags within the GPCA's Nationbuilder data base to review.

     "The list's recipients shall include members of County Councils and GPCA standing committees; the co-coordinators of GPCA working groups; General Assembly/Standing General Assembly delegates, and the GPCA Treasurer, Liaison to the Secretary of State and state party Spokespersons."

Some of the many reasons that the GPCA has been using the Inform List for many years are

1) The Inform List has an email archive so that all such party internal communications can be archived and referenced in the future, providing basic transparency about party internal operations, today and in the future.

2) The Inform List is sent to a clear list of people that can be tracked through Nationbuilder, so that it can be clear to all who was sent what information and when.

3) The Inform List, because it is sent through Nationbuider, allows the party to see who has actually opened the email sent out via the Inform List.  This can settle disputes about whether someone actually received and opened an email. This has come up in the past and Nationbuilder has been used in those cases to clarify the record.

4) The Inform List sends email blast in the name of the party from a party official email address - rather than from an individual party member’s address - so that official communications come from the name of the party and aren’t used to elevate the positions of individuals in the party, by coming from their addresses.

Proposal:  That the GPCA General Assembly direct the Coordinating Committee to reactive and maintain the Inform List by no later than December 31, 2018.

Section 4-4 Inform List (added November 12, 2012)

The GPCA Inform List a one-way list is for the state party to communicate official party business to individuals in state party leadership positions and to members of Green Party County Councils.
 
4-4.1 The list's recipients shall include members of County Councils and GPCA standing committees; the co-coordinators of GPCA working groups; General Assembly/Standing General Assembly delegates, and the GPCA Treasurer, Liaison to the Secretary of State and state party Spokespersons.
 
4-4.2 Official business includes information regarding meetings and actions authorized by them; Projects of the Coordinating Committee, Standing Committees and Working Groups; Business of the Party Officers; Other items deemed appropriate by the Coordinating Committee or General Assembly.
 
4-4.3 There shall be an Inform List operator and back-up, appointed by the Coordinating Committee. Only the list operator and back-up operator have posting privileges. The list operator shall notify the back-up operator of any planned absences so the back-up can assume the duties.
 
4-4.4 Those authorized to request messages be posted shall include the Co-coordinators of the Coordinating Committee, Standing Committees and Working Groups and the Treasurer and Liaison to the Secretary of State. Coordinators may authorize another individual for posting requests by notifying the list operators, but should still be copied on all requests.
 
4-4.5 The list operator shall review each posting request for consistency with the guidelines herein, and shall return non-compliant messages with an explanation of why, and shall archive such correspondance at the list operator archive. If there is further disagreement over the appropriateness of a posting, the list operator shall consult the Coordinating Committee for resolution.
