Background: This proposal provides a history of funds spent and reimbursed for GPLAC Nationbuilder and Accurate Append expenses since 2017 (to maintain the GPLAC database to contact registered Greens and others), and to provide an agreement about how to govern this process going forward.
(1) On December 19, 2021 Mike Feinstein submitted a memo, detailing expenses he had paid since 2017, of a total of $13427.17 A link to those expenses from from 6-14-2017 to 11-29-2021 is here https://assets.nationbuilder.com/greenpartylacounty/pages/1/attachments/.... On June 24 2022, the County Council voted to reimburse Feinstein with $3000, leaving a balance of $10,427.17 http://losangeles.cagreens.org/county-council/minutes/2022-06-24
(2) For the Council's September 2023 meeting, which ended up not being held, Feinstein submitted an update detailing an additional $4,734. A link to those expenses from 12-29-2021 to 5-30-2023 is here https://assets.nationbuilder.com/greenpartylacounty/pages/1/attachments/.... Since then, the Council has not met often and has deferred taking up the reimbursement issue . Adding that to the June 2022 outstanding non-reimbursed balance of $10427.17 brought the total to $15,161.17
(3) Here is an additional update for GPLAC Nationbuilder and Accurate Append expenses through the end of 2024, detailing an additional $6,500 for a total of $7920.56 more than Feinstein has contributed. A link to those expenses from 7-18-2023 to 12-30-2024 is here: https://assets.nationbuilder.com/greenpartylacounty/pages/1/attachments/...
Adding tto the previous outstanding non-reimbursed balance of $15,161.17 brings the non-reimbursed total that Feinstein has contributed to $23,081.73. With these most recent expenses, the monthly costs went up after the GPLAC added an updated list of Greens to the database, but Feinstein did not have the time during a busy election season to resolve duplications and eliminate those who were no longer registered Green, which Feinstein has now done so the monthly cost has gone down. Nationbuilder may have also raised prices in the last half year as well. Feinstein will continue work on paring down the database to bring down costs down. But with 22,000+ registered Greens in LA County, the GPLAC should be able to raise funds to pay for these expenses.
(4) The monthly Nationbuilder bill requires a credit card, so it is not clear how the GPLAC could transfer the monthly charges since the GPLAC doesn’t have its own credit card. Feinstein is willing to continue to use his credit card.
(5) The GPLAC has not tried to raise money from its email contacts in any systemic way. Should this proposal be approved, the County Council will consult with LA Green Ginny Case, who does email blasts professionally, on how best to craft email blasts to appeal for funds from GPLAC members.
(6) The period of time for these expenses is 91 months. The GPLAC Nationbuilder account was set up as a precautionary measure in early 2017, because even though the GPLAC hosted its data with the GPCA Nationbuilder account, Nationbuilder threatened to no longer allow the GPCA to do email blasts to its members, other than those who would ‘opt-in’ to receive such email blast. Later in 2017 and continuing through early 2018, the GPCA began to deny GPLAC members access to the GPCA Nationbuilder account and ultimately terminated all access. In May 2018, Feinstein and Ajay Rai proposed to the County Council, approved by consensus, to officially adopt https://greenpartylacounty.nationbuilder.com/. However minutes from that meeting do not discuss how funds would be handled: http://losangeles.cagreens.org/county-council/minutes/2018-05-20
