QUORUM (as per GPLAC Bylaws 9-2) AND TYPE OF PROPOSAL AND APPROVAL THRESHOLD (as per GPLAC Bylaws 9-4.2): Quorum at least 4/7 members, approval threshold at least 4/7 members

DECISION-MAKING TIMELINE (all proposals shall have seven days of discussion followed by five days voting at per GPLAC Bylaws 8-2.1, except in cases of Expedited Proposals and the sponsors shall list the actual calendar dates for the discussion and voting periods)

Normally the discussion period is supposed to be a week and a vote for five days after. But as an expedited proposal, per Section 3-3 of the GPLAC Rules and Procedures, a shorter timeline may be used if approved by the County Council in conjunction with voting on the proposal itself.
BACKGROUND AND PURPOSE: (relationship, reasons and/or justification to the GPLAC)

The GPCA has created technical problems that have made GPLAC email lists unworkable. The GPLAC co-chairs have been trying to work on this issue for several months, with the idea that the next county council meeting would be scheduled once the list is restored.

However, that still not happened, despite the best efforts of the GPLAC Co-chairs. For that reason, this proposal is sent out to the County Council members individually.

Per GPLAC Bylaws 10-3.8 new agenda items can be approved by a 2/3 at the meeting.

Potential meeting agenda items can be added include status of GPLAC website, GPLAC email lists, communication from the GPCA, status of GPLAC financial reporting and of GPLAC treasurer, status of GPLAC work with LA Charter Reform Commission, endorsement of Butch Ware for Governor, Michael Feinstein for Secretary of State and Dan Kapelovitz for Judge of the Superior Court, office #81 and setting future meeting dates

PROPOSAL: That the GPLAC County Council meet virtually on Friday, March 20

VOTE #1: Statement of findings to approve timing of vote to take place on March 19 - that the GPLAC email lists have been unworkable for months and there is pressing business for the County Council to address
