1. Welcome and Introductions - All attendees (ten minutes)                                           

Brief introductions, including role with County Council or otherwise with Green Party, or as outside observer


2. Reviewing our process  (two minutes)

Relevant Bylaw: Section 9.3 Participation
9.3.1 Open Meetings: With the consent of the Council, all members of the Green Party of Los Angeles County may participate in the 'Consensus-seeking Process' but only Council members may hold any 'unresolved concerns' and participate in any vote, should one become necessary.
9.3.2 County Council members shall receive priority in discussions, to ensure that they have time to a) seek clarifications. b) express their concerns and affirmations, and c) take a vote, if necessary. At the discretion of the facilitation


3. Opportunity to amend agenda and/or add emergency items (five minutes)

Relevant By-Law 7.5.2.3 The agenda may be amended by a 3/5 vote of County Councilmember present. Emergency and/or late items may be added to the agenda by a 2/3 vote of County Councilmembers (in the interest of time, suggested amendments and their rationale should be offered on-line before the meeting)

Proposal (Feinstein): That all late items below marked with an * be added to the agenda in the order presented below.


4. Discussion: Treasurer's Report*  (five minutes)

5. Report: GPLAC County Council seats in March 2020 election (ten minutes)
Sponsor/Presenter: Feinstein

Background: Owing to actions taken by the GPCA state Coordinating Committee and the GPCA Liaison to the California Secretary of State, a great deal of confusion was created as to the number of 2020-2024 County Council seats allocated to the GPLAC overall and within each State Senate District.   This item provides an opportunity to report on this confusion and the ultimate resolution.

6. Decision: GPCA General Assembly (twenty minutes)
Sponsor/Presenter: Feinstein, Barnett

Background: In violation of GPCA Bylaws, no agenda has been sent out for the upcoming GPCA General Assembly, December 7-8 in Fresno.  What should be the GPCA’s response?  Furthermore, the GPCA has still not reported the finances from the March 2017 General Assembly in Bakersfield and remains in violation of state campaign finance laws, despite the GPLAC asking for the GPCA to make a legal filing.  What should be the GPLAC’s response?

Proposal (Feinstein): That the GPLAC delegates be mandated to oppose any proposals to change the GPCA platform or bylaws and ask instead that they be put to an SGA vote, and oppose any draft budget discussed at the Fresno General Assembly and ask instad that it be submitted to an SGA vote, because county parties will not have had a fair opportunity to review any such items, and that an email be sent from the GPLAC co-coordinators to the GPCA Coordinating Committe to that effect before the meeting, with a copy to the gplac-forum email list..

Proposal (Barnett): That the GPLAC co-coordinators be authorized to send a letter to the GPCA Coordinating Committee and Finance Committee asking that the GPCA comply wth California campaign finance laws and report the expenses and income from the March 2017 General Assembly in Bakersfield.


7. Decision: GPLAC Delegates to the GPCA General Assembly (fifteen minutes)

Proposal: That the GPLAC post to the gplac-forum a call for delegates, with a deadline of noon, Sunday, November 17to submit a request by either responding to the gplac-forum email list or by sending an email to gplac-info@cagreens.org, with the caveat that delegate will be mandated to oppose any proposals to change the GPCA platform or bylaws made at that meeting and ask instead that they be put to an SGA vote, and to oppose the draft GPCA budget and instead ask that that be put to an on-line vote; and that an on-line vote to chose said delegates begin with a discussion from Monday, November 18 through Sunday, November 24 and a vote between Monday, November 25 and Sunday, December 1.

8. Decision: GPLAC process for endorsements of Green Party members in March 2020 elections

Background: Several Greens are seeking to quality for the March 2020 ballot, both for state or federal office and for local municpal office.

Proposal: That the GPLAC authorize an email blast to all Greens who have successfully filed for public office in March 2020 elections notifying them that the GPLAC will conduct an endorsement vote and that Greens may be considered for such endorsement by filing out a questionnaire simliar to https://losangeles.cagreens.org/elections/green-endorsement-questionnaire; that the GPLAC will conduct a vote by the end of 2019 on said endorsement and that the GPLAC will email out said endorsents to the Greens in the district or jurisdiction in which the endorsed candidate is running.


9. Decision: Authorize email outreach for Greens to become involved in LA Neighborhood Councils

Background: The GPLAC's outreach for the 2019 Los Angeles Neighborhood Council elections was not sufficient to generate the expectd increase in Greens running for such seats.  This item would authorize draft emails to be sent to the gplac-cc email list for input, and then to send them to registered Greens in the City of Los Angele to begin getting involved in 2020 with their Neighborhood Councils, in order to help geneate more candidacies for Neighborhood Councils in 2021.

10. Decision: Authorize quesitonnaire for LA City Council election District 4
