1. Welcome and Introductions - All attendees (ten minutes)
Very brief introductions, including role w/GPLAC County Council or otherwise with Green Party, or as outside observer


2. Reviewing our process (two minutes)

9.3.1 Open Meetings: With the consent of the Council, all members of the Green Party of Los Angeles County may participate in the 'Consensus-seeking Process' but only Council members may hold any 'unresolved concerns' and participate in any vote, should one become necessary.
9.3.2 County Council members shall receive priority in discussions, to ensure that they have time to a) seek clarifications. b) express their concerns and affirmations, and c) take a vote, if necessary. At the discretion of the facilitation


3. Decision: Opportunity to amend agenda and/or add emergency items (five minutes)

The agenda may be amended by a 3/5 vote of County Councilmember present. Emergency and/or late items may be added to the agenda by a 2/3 vote of County Councilmembers (in the interest of time, suggested amendments and their rationale should be offered on-line before the meeting)


4. Discussion: Treasurer's Report (ten minutes)

5. Decision: Approval of minutes of September 27 (five minutes)

Background: These draft minutes were posted to the County Council email list on October 1, 2020.  No amendments were offered as of November 1, 2020.

6. Decision: Schedule 2021 GPLAC meetings (fifteen minutes)

Background: The existing 2020 County Council schedule has "Sunday, Dec 13 and/or 20 (location TBD): teleconference and/or holiday party TBD".  This proposal is to clarify the meeting date in December and establish a schedule for 2021.

Below is a draft 2021 timeline starting on January 10, 2021, using the six week interval recommended in the GPLAC bylaws, as a framework for discussion and possibile amendment. 

For example, the spring GPCA Stannding General Assembly will run from early May til late June, with a one week voting period.  The GPLAC normally tries to meet before the end of the voting. With the timing below based upon six week intervals, it would be on that last day.  It may be better to meet before then. The GPCA is likely to have a General Assembly on either June 12-13 or 19-20. This meeting date may need to be flexible to adapt to the GA/SGA schedule so the County County can meet before the GA and before the SGA ends. The October meeting also occurs on Halloween, albeit in the daytime.

County Councilmembers should look at their schedules for these dates.

7. Decision: Appoint Volunteer Coordinators for volunteers coming in via GPLAC webpage (15 minutes)

Background: On the GPLAC's Nationbuilder webpage is a volunteer sign-up page https://greenpartylacounty.nationbuilder.com/volunteer.  Notice can be emailed each time a volunteer signs up, to whomever the GPLAC chooses. 

Proposal: That the GPLAC appoint one or more people tasked with responding to these volunteer sign-ups.


8. Discussion: Update on Neighborhood Council Outreach (20 minutes)

Background: There are now 228 vacancies on 64 Neighborhood Councils https://empowerla.org/councils/.  Here is the list of vacancies. An email blast publicizing these vacancies went out to Greens in Los Angeles on Sunday, November 1. Neighborhood Council elections are set to start running in January 2021 annd run through the spring. This item is to review feedback to GPLAC outreach and discuss next steps.


9. Discussion: Hearing from Greens in LA County who ran in November 2020 Elections (20 minutes)

13. Discussion: Preserving GPCA ballot status strategy (20 minutes)

Background: The GPLAC submitted and then later withdrew these three SGA items, not because they were unimportant, but that the GPLAC came to the conclusion that the GPCA was not sufficiently prioritizing them.

Background:  After the business meeting is officially over, which is timed just under the normal maximum three hours, this item is provided for those who want to continue afterwards and share impressions about the Green Party and the just concluded elections.
