3. Opportunity to amend agenda and/or add emergency items (five minutes)

Proposal (Feinstein):  Add all items below marked with an asterik * as late items by a 2/3 vote at the time and place in the agenda as proposed below.

Barnett reported on status of GPLAC finances.


5. Decision: Approval of minutes from GPLAC September 16th County Council meeting

7.  Report: Greens in November 6, 2018 elections
Presenter: Mike Feinstein

Feinstein presented upon Greens who ran https://www.gpelections.org/?t=2019 and were elected https://gpus.org/elections/green-officeholders-march-2019/


8.  Decision: Bylaws Interpretation on status of Diana Brown as a GPCA member and her County Council membership
Presenter: Mike Feinstein

Proposal (Feinstein): That the GPLAC approve the following bylaws interepretioan

Bylaws Interpretation:

- Whereas the GPLAC appointed Diana Brown to the County Council on October 3, 2018 thinking she was a regisered Green Party member in Los Angeles County; and
- Whereas Diana Brown is not legally able to register Green in California; and
- Whereas under GPCA Bylaws Membership "GPCA members are those who are legally registered to vote in California as members of the Green Party. County Organizations may also extend GPCA membership to county residents who are not otherwise eligible to register to vote in California, but who affirm in writing the Ten Key Values and the GPCA's purpose, and meet other criteria established by the GPCA and/or the county organization”
- Whereas Diana Brown states for the purposes of recording in writing in the minutes of this meeting, that she affirms the Ten Key Values and the GPCA’s Purpose;
- Therefore on a one time basis, with no intention of setting a future precedent, the GPLAC simultaneous appoints Diana Brown as a GPCA member under Article III Membership, and retroactively considers her earlier appointment valid to the County Council when she was not yet a GPCA member.

10.  Decision: Selection of Delegates to GPCA General Assembly

Self-nominated: Doug Barnett, Marla Bernstein, Diana Brown, Ajay Rai, Julia Russell, Rohan Sabnis,

Proposal (Feinstein): That all self-nominated be selected as delegates under the condition that they vote yes on GPLAC's GPCA Governance proposal https://losangeles.cagreens.org/gpca/gpca-governance

11. Discussion:  Neighborhood Council and other 2019-2010 candidate training event           
Sponsor/Presenter: Feinstein

Proposal (Feinstein): That GPLAC host January 2019 Green candidate workshop in Los Angeles, with a focus on Greens running in LA County in 2019 and 2020, tentatively on one of the last two Saturdays in January, 2019 with initial contact to existing Green Neighborhood Councilmembers soliciting their involvement.
