1. Welcome and Introductions - All attendees (ten minutes)                                          

Brief introductions, including role with County Council or otherwise with Green Party, or as outside observer


2. Reviewing our process  (two minutes)

Relevant Bylaw: Section 9.3 Participation
9.3.1 Open Meetings: With the consent of the Council, all members of the Green Party of Los Angeles County may participate in the 'Consensus-seeking Process' but only Council members may hold any 'unresolved concerns' and participate in any vote, should one become necessary.
9.3.2 County Council members shall receive priority in discussions, to ensure that they have time to a) seek clarifications. b) express their concerns and affirmations, and c) take a vote, if necessary. At the discretion of the facilitation


3. Opportunity to amend agenda and/or add emergency items (five minutes)

Relevant By-Law 7.5.2.3 The agenda may be amended by a 3/5 vote of County Councilmember present. Emergency and/or late items may be added to the agenda by a 2/3 vote of County Councilmembers (in the interest of time, suggested amendments and their rationale should be offered on-line before the meeting)

4. Discussion: Treasurer's Report  (five minutes)

5. Decision: Approval of minutes from GPLAC June 9, 2019 County Council meeting* (three minutes)

Background: Draft minutes from the June 9, 2019 County Council meeting were posted to the County Council email list and a few small amendments were suggested and incorporated, leading to the draft presented at the link below.

6. Discussion: Personal safety at GPLAC meetings (ten minutes)

Background: Experiences at the August 11 GPLAC summer picnic raise the issue of how the GPLAC deals with issues of personal safety at its meetings.  This item is to provide an opportunity to discuss that experience and the topic overall.


7. Discussion: Update on GPLAC Voting Page implementation (five minutes)

Background: This item is to provide an update and take questions on working through the bugs in implemeting the voting page code on the GPLAC voting page.


8. Discussion: GPLAC voting on SGA items in September/October 2019 Standing General Assembly* (fifteen minutes)

Background: There will be two bylaws interpretations put before the SGA discussion starting on September 11 or 12 and ruinning through Octobrer 20, with voting from October 21 through October 27; and on September 23 more decsion-making items will come forward in the form of  recommendations from the GPCA Delegation to the GPUS about who the GPCA should recommend to the CA Secretary of State to appear on the GPCA’s presidential primary ballot. 

This item will provide an opportunity to discuss these items and links will be posted here to the individual items once they are made available.


9. Decision: Authorize a Green Party table at Left Coast Forum and email blast to Greens in LA County to promote workshops at the Left Coast Forum led by Greens* (ten minutes)

Background: Several Greens are involved in presenting workshops at the Left Coast Forum in Los Angeles, October 11-13. The full schedule will be out by the time of the County Council and a link will be posted to this agenda item when it is available.  This proposal would authorize an email blast to Los Angeles Greens promoting those workshops.  This propsal would also authorize the co-coordinators to request a table for the Green Party to place it literature, as well as any Greens running for office.

10. Discussion: Greens from Los Angeles County applying for the California Redistricting Commision* (ten minutes)

Background: A dozen Greens in Los Angeles County applied for and were considered initially eligible for the California Redistricting Commission https://applications.shapecaliforniasfuture.auditor.ca.gov/applicants/party/3.html. An email went out to them inviting them to come speak to the County Council about why they applied.  One of them responded, Melissa Morgan of Long Beach and will appear at the meeting to present herself https://applications.shapecaliforniasfuture.auditor.ca.gov/application/28237.html.


11. Discussion: Review of GPLAC candidate outreach and update on potential 2020 candidates (twenty-five minutes)

Background: This item is to review GPLAC caniddate outreach, to review who is considering running, hear from any candidates present, and to discuss any other potential candidates. At this point the following Greens have officially or informally declared their intention

3:30pm to 3:45pm:  A Green Economy for Los Angeles - Lorraine Lundquist, June/August 2019 City Council candidate, Los Angeles

The Green Party of Los Angeles County supported Lorraine Lundquist's June 2019 primary and August 2019 run off special election for District 12 in the City of Los Angeles, and sent emails to Green Party members in the District encouraging them to vote for her and volunteer with her campaign. Lundquist received 48.5% of the vote. Howie Hawkins is a candidate seeking the presidential nomination of the Green Party of the United States. He is recognized by the Green Party of the United States, and is under consideration by the Green Party of California Standing General Assembly to be recommended to the California Secretary of State to appear on the GPCA's March 3, 2020 presidential primary ballot.
