Discussion held about how vibes watcher role is implemented and what are the roles of each meeting attendee to let the vibes watcher know when they feel there is an issue of concern.

15) Discussion: Update on GPLAC bylaws proposal to GPCA (ten minutes)

Feinstein reported that in violation of GPCA bylaws, the GPCA State Coordinating Committee did not put forward the GPLAC's bylaws proposal to the GPCA General Assembly, despite the GPLAC following those bylaws (http://www.cagreens.org/bylaws/2016-07-03#Article_13-2_Amendment) by presenting the bylaws change to the GPCA Bylaws Committee first, and despite the Bylaws Committee being asked on several occassions to review the GPLAC's text.
