• Relevant By-Law 9-5.5 Once distributed, the Agenda may not be changed until the meeting. The time and order of already agendized items may be amended by a 3/5 vote.  New agenda items may be added by a 2/3 vote.


3) Decision: Election of GPLAC Female Co-coordinator (fifteen minutes)

Background: GPLAC Bylaws 6-1.1 provide for one-year terms for GPLAC Co-Coordinators (http://losangeles.cagreens.org/bylaws/2017-03-12#section6-1): "The Council shall elect two Co-Coordinators, one male and one female. Within each four-year County Council term, there shall be four consecutive one year Co-Coordinator terms. The first one year term shall commence with the first meeting of the newly elected County Council and the last one shall end when the subsequent County Council holds it first meeting. The voting procedure shall be by Instant Run-Off (IRV), using a simple majority threshold, and including the No Other Candidate option, as referenced in the GPCA Bylaws (Section 7).”

The terms of GPLAC co-coordinators Marla Bernstein and Ajay Rai http://losangeles.cagreens.org/officers commenced in July 2016 http://losangeles.cagreens.org/county-council/minutes/2016-07-10 and were to run for one year, but no election for new terms was on the July 2017 County Council agenda.  At the September 10, 2017 County Council meeting, Ajay Rai was elected male co-coordinator, leaving the female co-coordinator position vacant. The terms of whomever is elected at this meeting will run through July 2018.

Thus far the seat has remained unfilled.  At the December 12, 2017 County Council meeting, Timeka Drew indicated her interest in running, if/when she is appointed to fill a County Council vacancy, and until then, would work in a voluntary supporting role to the Male Co-coordinator.

Background:  Current GPLAC SGA delegate Gwenn Morreale has offered to step down for the remainder of the 2017-2018 SGA term, if the County Council wants to appoint someone to replace her.  Timeka Drew has asked to be appointed to the SGA

Background: GPLAC Bylaws 5-2.9 Elected and Appointed Office http://losangeles.cagreens.org/bylaws/2016-07-02#section5-2.9  state that among the responsibilities of the County Council are to

5-2.9(a) Develop an overall Green electoral strategy for Los Angeles County.
5-2.9(b) Develop Green Party members as candidates for partisan and non partisan elective and appointive office.
5-2.9(c) Endorse Green Party members who are candidates for public office and make a statement of support for candidates for public office who are not Green Party members

Green Party member Rachel Bruhnke is running for State Assembly.  Endorsement requires a 2/3 vote with at least 3/5 of County Councilmembers voting.

GPLAC Rules and Procedures Article 7: Endorsed Candidates http://losangeles.cagreens.org/rules/2016-11-13#ARTICLE_7 states: Any endorsed candidate shall be expected to campaign in a manner that
- accurately represents the decisions of the Green Party of Los Angeles County, the Green Party of California and the Green Party of the United States, including endorsement of other candidates;
- generally supports the principles and policies of the Green Party of California platform and any additional issue and policy positions taken by the Green Party of Los Angeles; and where there is a disagreement between the positions of the endorsed candidate and those of the Green Party of California and/or the Green Party of Los Angeles County, be willing to state how this is so and why;
- does not misrepresent the candidate's own record nor that of others and makes a good faith effort to be factually correct;
- does not use prejudicial, biased, or offensive language, images or graphics with respect to race, gender, ethnicity, physical ability, spirituality, sexuality, or age;
- is in compliance with all applicable laws regarding being a candidate for public office

GPLAC Rules and Procedures 5-4.3 Use in Support of Endosed Candidates http://losangeles.cagreens.org/rules/2016-11-13#ARTICLE_5 state: Candidates endorsed by the GPLAC County Council shall have an email announcing their endorsement sent by the GPLAC to all registered Greens in their district for whom the GPLAC has email addresses. Endorsed candidates shall have a minimum of at least one additional email sent on their behalf in both the primary election and the general election (where there are both). The County Council shall retain the option to send to send additional emails at its discretion.

Background: The next GPCA General Assembly is Saturday/Sunday, June 9-10, and the GPUS Annual National Meeting is likely July 19-22.

14) DIscussion: GPLAC Bylaws regading filling County Council vacancies (ten minutes)

Background: Section 8-3 Nominations

8-3.1 Nominees must be registered Greens within the District they wish to represent, and must also gather as many signatures of registered Greens in the district on a petition as defined in 8.4, as would be normally required by the County Registrar to appear on the ballot in that district, for the purposes of being elected to the Los Angeles County Green Party County Council; or for the County Council meetings of March 12, April 23 and June 4, may gather five signatures of registered Greens in the district on a petition as defined in 8.4 and to be appointed, would need 80% approval from the County Council

8-3.2 Any nominee that has satisfied the conditions as stated in 8-3.1 may request that a vote be taken either at the next County Council meeting as long as the nominations have been submitted by the agenda-submittal deadline, or may request that the County Council vote by email, or by teleconferencing, if a teleconference is already scheduled. The Co-Coordinators must agendize the vote as requested by the nominee. If the vote is to occur at an in-person meeting or teleconference, it must be agendized as the first order of business, except if there are elections under 5-2.4 agendized, in which case consideration of appointment of the nominee shall be agendized immediately afterwards.

Bylaws Interpretation: Election of GPUS Delegation Alternate seats 
This is the bylaws interpretation made the CC during the summer of 2017, that approved the special election to fill three GPUS Delegation vacancies. Apparently SGA administrators chose not to place it on the fall 2017 SGA, in contradiction to GPCA bylaws, nor given that decision, was it then brought to the November Ventura General Assembly, which would have been the next way to comply with GPCA bylaws.  Now it is finally bering brought forward to the SGA.
Note that the content of the findings does not correspond to the Interpretation approved by the CC, as the final Interpretation that was approved by the CC was for a proposal that was to arrive at a different Interpretation, and the findings for it itself were not amended with that change.  On the CC’s February 5 agenda, appropriate findings will be considered to accompany this Interpretation before it goes to the SGA.

Bylaws Amendment: Article 12-4 GPUS Delegation Elections
This bylaws amendment is currently in the discussion/voting period by the GPUS Delegation and a decision will be made by Thursday, February 8.  If it is approved, it will be left on the site, if not, the proposal will be removed.  The reason that this proposal is numbered #19, is that a proposal from the GPUS Delegation to amend its bylaws was originally schedule to be proposal #19 back in 2013, but for various reasons it was pulled at the last minute.  As a result, this space has been left as a placeholder since then, and it makes sense for this text to be numbered here, as it would be listed in the section in which other bylaw changes were made to accommodate the SGA, as is much of this proposal.

Bylaws Amendment: Bylaws Amendment: Elections Eligibility and Timing for Coordinating Committee
This proposal from two county parties was sent to the Bylaws Committee during the summer of 2017 in compliance with GPCA Bylaws, that specify that all bylaws amendments from a county party must be sent to the Bylaws Committee first.  This proposal was sent to the bylaws committee twice during the summer of 2017, but apparently was never forwarded by the Bylaws Committee to the SGA administrator for the fall 2017 SGA.  Therefore in order to comply with GPCA Bylaws, it is placed upon this agenda.  
Note that this proposal originally contained text regarding elections for both the Coordinating Committee and the GPUS Delegation. But assuming that the GPUS Delegation sponsors its own proposal to make those clarifications, this proposal will only contain language addressing CC elections.  It is currently posted as such, but will be amended later in the week based upon the GPUS Delegation’s Decision.
